Abstract

This empirical investigation examines the relationship between technology-enhanced human resource systems and employee outcomes within rural governance structures. Drawing upon sociotechnical systems theory and organizational psychology frameworks the research employs structural equation modeling to analyze data from 387 employees across decentralized administrative units. Findings reveal that operational excellence in human resource delivery serves as a critical mediating pathway between policy frameworks and employee wellbeing. Contrary to conventional assumptions direct pathways from remuneration structures and capability development initiatives to satisfaction outcomes demonstrated inverse relationships suggesting systematic implementation deficits. The research establishes that technological augmentation of administrative processes enhances transparency and procedural justice thereby strengthening the psychological contract between organizations and employees. Theoretical contributions include refinement of HR attribution theory in public sector contexts while practical implications emphasize systematic redesign of service delivery mechanisms through digital infrastructure. Results advocate for transitioning from compliance-oriented personnel administration toward experience-centered human capital management supported by data-driven decision architectures.
